16th Avenue Beach | Belmar
In Belmar, surfboards are permitted at 17th and 18th Avenues, according to the borough’s municipal website. The town is known for strict enforcement of beach badge regulations – even surfers entering solely to catch waves have been turned away without a badge. A widely publicized 2024 incident saw a surfer arrested and charged for not displaying a badge, despite having purchased one and citing public trust law. Lifeguards in Belmar are typically on duty from 9:00AM to 5:30PM on weekdays and until 6:00PM on weekends and holidays.

Casino Pier | Seaside Heights
Unlike Belmar, Seaside Heights has long allowed surfers to access the beach without purchasing a beach badge. Surfrider notes that although the pier is much smaller than before Hurricane Sandy, it offers some of the longest tube rides in New Jersey. Hiering Avenue is a good spot for beginners and intermediate surfers – it is also where the XCamp surf camp hosts their daily summer camp sessions.
Island Beach State Park | Seaside Park
Island Beach State Park offers opportunities for surfing during the summer months. Surfing is allowed south of the swimming beaches and is strictly prohibited within the lifeguarded swimming zones. Surfing beyond permitted zones may lead to enforcement from park rangers or New Jersey State Park Police. The main gate of Island Beach State Park typically opens at 8AM and closes at 8PM. During summer weekends and holidays – from Memorial Day weekend to Labor Day weekend – the park opens at 7AM. Visitors are required to pay a per-vehicle entry fee when entering Island Beach State Park in lieu of badges.
L Jetty | Avon by the Sea
The L Jetty, located near the Washington Avenue entrance of the Avon-by-the-Sea beach, is the town’s main surf spot and a favorite among beginner and intermediate surfers. This L-shaped jetty creates a protected, cove-like area that’s popular with families seeking calmer waters, while the ocean-facing side offers gentle to moderate waves ideal for catching a ride. According to Surfline, the setup provides a balanced environment for both relaxation and surfing. There are no specific time-of-day restrictions for surfing at L Jetty beyond general beach rules, but surfers are advised to avoid swimming zones and restricted areas during guarded hours. Beach badges are required when lifeguards are on duty, which is typically from mid-June through early September on weekdays from 9AM to 5PM and weekends/holidays until 5:30PM.
Manasquan Inlet | Manasquan
Manasquan Inlet is a cherished spot for both seasoned surfers and laid-back beachgoers. With its energetic atmosphere and scenic ocean views, the inlet draws a dedicated surf crowd year-round. Per the Borough of Manasquan, surfers are allowed to ride the waves any time of day in the stretch between the north jetty of the inlet and the first storm jetty to its north. Elsewhere along the beach, surfing is only permitted between 5:30PM and 8:30PM from May 15 through September 15. During the summer season, anyone surfing the inlet or entering the surf zone while lifeguards are on duty must have a beach badge.
North End | Ocean City
Ocean City, New Jersey, happens to be the birthplace of several famous pro surfers, including Rob Kelly and Andrew Gesler. When Ocean City Beach Patrol lifeguards are on duty during the summer, the following beaches are designated for surfing: Waverly Boulevard, Seventh Street, 16th Street, and the beaches south of 36th Street, where lifeguard stands are three blocks apart. Swimming is not allowed at any of the designated surfing beaches. Anyone 12 years or older must have a valid beach tag during the summer season (typically Memorial Day through early September) to access the beach, even if they’re just surfing.
Surfing Beach between the jetties on Deal Lake Drive and Eighth Avenue | Asbury Park
Asbury Park is a great spot for surfers of all ages and levels of experience. The section between the jetties at Deal Lake Drive and 8th Avenue in Asbury Park is officially designated as a surfing-only beach, meaning swimming is prohibited in that stretch, according to Asbury Park’s municipal website. The 8th Avenue Surfing Only Beach is the best spot for more experienced surfers, whereas the rest of Asbury Park’s beaches are great for beginner and intermediate level surfers, the Chamber of Commerce of AP notes. Badges are required during lifeguard hours from 10AM to 6PM. Surfers can check out the Asbury Park Surf Cam online to check swells and crowds before heading up to the beach.
